This item is made by combining 10  [Lovely Charms]. The Lovely Charms are obtained when you kill something for XP or Honor while you have a  [Lovely Charm Collector's Kit] in your bags. The Collector's Kit is obtained from Kwee Q. Peddlefeet in any major city. (See the Lovely Charms page for full details on acquiring them.)
