All characters at max level (Level 110) will start with 41 AK (Artifact Knowledge) when 7.3 goes live. The multipliers are the same as when AK was dropped down to 40 in Patch 7.2. It appears that they will be removing the grind on AK, so you won't have to grind for it anymore.
The Artifact Research Compendium: Volumes I-IV have been changed to gray items. We do not know if toons being leveled up in the future will get the AK knowledge upon reaching level 110. It doesn't look like we will need to spend Order Hall Resources in order to do our research this time around. Just in case you missed some of the upcoming 7.3 changes, here are just a few:
