The Flying Achievement is bound to battle net account that all characters can free fly in Draenor if one character Is complete. 

Essential Factors of Patch6.2 Flying Unlock:
1. Explore Draenor--Explore all of Draenor's zones, it will complete during leveling character.

2. Master Treasure Hunter--Collect 100 Treasures in Draenor. It is part of achievement [Expert Treasure Hunter], can get Garrison Resources, Toys, and Pets.

3. Loremaster of Draenor--Complete all the main story quests in Draenor. It will become easier to unlock every Treasure Maps when you are doing Master Treasure Hunter.

Explore Draenor, Master Treasure Hunter and Loremaster of Draenor can complete  together. Players can do quests while Explore zones, and find an Archaeology NPC  in Ashran to buy Treasure Maps. The Treasure Map will show all locations of treasures that you explored, for which you can easy to done Master Treasure Hunter.

4. Securing Draenor--Complete all Apexis Dailies in Garrison. It can be slowly done by doing dailies, or finished in 1 day by doing scouting missives with Garrison Resources(Huge Ogre Cache).

5. Earn Revered reputation with all three factions in Tanaan Jungle: Hand of the Prophet/Vol'jin's Headhunters, Order of the Awakened, and The Saberstalkers.
It needs 3-4 weeks to Earn Revered by dailies. Also, there is also a shortcut: Using Medallion of the Legions to Earn Exalted in an instant, then you can buy followers, pets, mounts, etc. This method only needs to spend a little bit of wow gold, easy to save time and effort.
